Joel Slemrod, Richard Musgrave Visiting Professor 2013

Joel Slemrod

An active member of the CESifo Research Network since August 1999, Joel Slemrod was distinguished this year with the Richard Musgrave Visiting Professorship, which was established by the International Institute of Public Finance (IIPF) and the CESifo Group in honour of Professor Richard Musgrave.

As the awardee, Mr Slemrod gave the 2013 Richard Musgrave Lecture on April 11. Entitled “Insights from a Tax-Systems Perspective”, it observed that our standard models of taxation fail to illuminate phenomena such as the administrative and compliance costs of taxation. An effective tax system analysis must take these factors into consideration as well as multi-behavioural responses such as tax evasion or avoidance. Mr Slemrod’s tax-systems approach applies rigorous economic analysis of taxation to issues that are prominent in the formulation and implementation of real-world tax policy.

Professor Joel B. Slemrod is Paul W. McCracken Collegiate Professor of Business Economics and Public Policy at the Stephen M. Ross School of Business, University of Michigan, and Professor of Economics and Chair of the Department of Economics. He is also Director of the Office of Tax Policy Research at the Ross School of Business and has been an active member of the CESifo Research Network since August 1999.

In numerous studies, Mr Slemrod has made major contributions in nearly all areas of taxation and tax policy. He has been a consultant to the US Department of the Treasury, the Canadian Department of Finance, the South African Ministry of Finance, the World Bank, the OECD and several corporations. He is a member of the Congressional Budget Office Panel of Economic Advisers and has testified before the Congress on domestic and international taxation issues. He is co-author with Jon Bakija of Taxing Ourselves: A Citizen’s Guide to the Great Debate over Tax Reform and is editor of Does Atlas Shrug? The Economic Consequences of Taxing the Rich.
