Go West, Young Man
They used to call it "the Pinochet scholarship": all those exiles during the dictatorship who upon their return contributed to changing the political landscape in the country. But it so happens that emigrés can change voting patterns in the old country even if they do not return — provided that they emigrate to a more democratic sort of place than back home, that is. Christoph Trebesch and colleagues explain why, and how this works, with a real-life example.

Europe's Real Hegemon
The fairly ubiquitous talk of Germany as Europe's hegemon, imposing undue austerity on other Eurozone members and dictating economic policy to the rest, overlooks the fact that another hegemon plays a far bigger role in shaping rescue operations. And is itself in need of rescuing—with possibly dire consequences for Eurozone taxpayers. Hans-Werner Sinn shows why.

Ifo Business Climate Continues Its Upward Hike
For the fifth time in a row, the Ifo Business Climate Index for industry and trade in Germany rose over the previous month, albeit slightly this time, to its best level in one-and-a-half years. Although companies assessed their current business situation slightly less favourably, their optimism regarding business expectations for the coming six months was even more buoyant than in September. The German economy has made a confident start into the autumn.

Whither EMU
The euro crisis appears to be in a lull. A good chance, then, to look forward and see which way the common currency could be headed. This is precisely what CESifo Economic Studies devoted its latest issue to. With articles from Paul de Grauwe, Helge Berger and Volker Nitsch, amongst many other specialists, the journal analyses a wide range of issues, from institutional competitiveness through bilateral imbalances and the ECB to a putative fiscal union for the euro. Definitely a good read.

Opening Up
Financial openness has been derided of late, as a result of the financial crisis and its aftermath. But its benefits are so evident that the trend hardly budged after the crisis. Check out this DICE interactive chart to find out who were the unlikely laggards, and the unlikely achievers, in the openness league.
