Suitability of regional indicators for determining GRW assisted areas from 2021 onwards

In their coalition agreement for the current legislative period, the parties supporting the Federal Government have announced that they will restructure regional funding in Germany in future. A key task here is to identify the structurally weak areas in Germany that are eligible for funding on the basis of a uniform indicator system for the whole of Germany. Together with the Gesellschaft für Finanzund Regionalanalysen, Münster (GEFRA) and the Bundesinstitut für Bau-, Stadt- und Raumforschung im Bundesamt für Bauwesen und Raumordnung, Bonn (BBSR), the ifo Institute (Dresden Branch) has carried out a study on this subject on behalf of the Federal Ministry of Economics and Energy (BMWi). As a result, the authors argue in favour of using the gross domestic product per employed person, the underemployment rate, the projection of the number of employable persons and a modified infrastructure indicator for the delimitation of assisted areas.
