He is a member of the Group of Economic Policy Analysis that advises the EU Commission President, and was a member of the Belgian parliament from 1991 to 2003. He has been a visiting scholar at the IMF, the Board of Governors of the Federal Reserve, and the Bank of Japan. From 22 Jul 2011 to 23 Jul 2011There is still no consensus on the policy tools which are most successful in fighting crime. How important are for example direct (e.g. police, prison, protective measures) and indirect (e.g. education, employment, fertility decisions) levers available to decision makers in reducing offending? One can also ask if it is generally more efficient to focus on general or targeted crime fighting policies. And in the end is it at all possible to prevent or deter offending committed by certain sub-groups of the population? If there is no general agreement on these questions it is partly due to important methodological issues rendering the identification of the effect of the different policy channels which may reduce offending difficult. Economists of crime are actively involved in finding solutions by carrying out research which carefully takes into account problems such as endogeneity, confounding factors, and selection biases. Considering these issues is crucial to estimate the actual direct and/or indirect impact of any policy on offending. The more we are able to understand ‘what works’ the more we will be able to make accurate recommendations to minimize the cost crime has in a society. It is also crucial in order to make any credible predictions on the future direction of offending, and to answer such questions as what are the likely short and long term consequences on crime of the policies implemented as a response to the recent economic crisis? The purpose of this workshop is to attract original contributions on these and related issues. All contributions with applied/policy aspects are welcome. From 18 Jul 2011 to 19 Jul 2011From the 1960s onwards, international economics and international business have been developing as separate fields. More recently, four trends that may lead to a possible convergence of international economics (IE) and international business (IB) have become evident. First, the modern IE literature has a strong microeconomic focus and it naturally leads to questions about the strategy and organisation of the multinational firm. Second, the firm orientation coincides with a revived interest in empirical research that is at the core of IB. Third, both in IB and IE there is growing interest in the implications of location and distance (economic geography). Fourth, the interest of IB scholars to include culture and institutions in the description of distance coincides with the trend in IE to place a stronger focus on values, norms and beliefs. The purpose of this workshop is to further contribute to the emerging and converging trends in IE and IB by attracting original contributions on these and related issues. It is difficult to exaggerate the growing importance of China in the global economy. Economists and commentators alike these days are re-assessing China’s economic prowess not in terms of what China could do during normal times but in view of China’s ability to withstand both the 1997 and the current global finance crisis. Indeed, they are emphasising the importance of the policies pursued by China and other emerging countries in pulling the global economy out of its current recession.
The conference will offer an excellent opportunity for researchers to present their original research on the evolving role of China in the global economy and its economic implications. The conference’s general theme is contemporary issues related to China’s role in the global economy. Possible topics include, but are not necessarily limited to, the following:
We also would like to strike a good balance between academic rigour and practical relevance, and offer alternative viewpoints on China’s multiple roles in the global economy.
Central bank communication and governance questions have taken on greater importance and, as a result, these institutions have become more transparent. While the appeal of greater transparency is seemingly evident, how transparency improves the conduct of monetary policy is subject to differing interpretations. Does this imply constraints, implicit in the main, on how transparent central banks should be? Finally, central banks have also turned their attention to trying their hand at maintaining financial system stability. More research at exploring the nexus between financial system stability, the conduct of monetary policy, and how these are effectively communicated and delivered is also required.
The purpose of this workshop is to attract original contributions on these and related issues. All contributions with applied/policy aspects are welcome. Theoretical as well as empirical contributions aimed at delivering policy-relevant results are solicited.

Climate change is one of the greatest collective action problems facing the international community. The fiscal implications of climate change are, arguably, immediate, lasting, and they are liable to affect all countries, albeit in rather different forms and degrees.
The aim of this conference is to bring together the latest research that addresses issues related to the fiscal implications of climate change. From 16 May 2008 to 17 May 2008To explore the use of economic incentives in education, CESifo Munich and the Program on Education Policy and Governance (PEPG) of Harvard University are jointly hosting a conference in Munich. Building on the success of a previous joint conference, whose proceedings are about to be published by MIT Press, the scientific organizers, Paul E. Peterson (Harvard) and Ludger Woessmann (Munich), hope to again bring scholarly perspectives together from both sides of the Atlantic. Jean-Jacques Rousseau once claimed that the best education was one that the child discerned for himself. The tutor was to “do nothing and let nothing be done” so that the child would be free to learn whatever he needed to know without external pressure. When it comes to learning, incentives – whether cash or compli¬ments – had perverse consequences. Was Rousseau correct? Do incentives operate differently in education than in other sectors of society? What kinds of incentives prompt learning? Which ones deter it? Do students respond to economic rewards? Do teachers respond to material rewards for meritorious accomplishments? Or do they regard them as demeaning? Are extrinsic incentives preferable to intrinsic ones, monetary incentives to non-monetary ones? If schools face competition for students, do they become more efficient? Answers to many education policy issues – merit pay, graduation requirements, social promotion policies, school choice options, school accountability provisions, and many others – depend on how incentives work in education. Currently, scholars are exploring these questions in greater depth and with more sophistication than ever before. Major breakthroughs in theoretical understanding, computational capacity, and data availability are rapidly altering the knowledge landscape. From 01 Feb 2008 to 02 Feb 2008CESifo and the Center of Intergenerational Studies at Hitotsubashi University are jointly organizing a conference which will address policy issues related to the fertility decline in developed countries. The conference will be held on February 1-2, 2008 in Munich. In most developed countries, fertility rates have fallen below a replacement level since the 1970s, the gap being really sizable in Japan and in many European countries. In developing countries, the current level of fertility is usually higher, but a declining trend is now also becoming apparent in many cases; for instance, in some urban areas in China, fertility rates are even below those observed in the developed world. Only the US appear to be a major demographic outlier in that the fertility rate there has recovered in the 1980s and has been rather stable at a replacement level since then. From an economist’s point of view, one of the crucial questions is whether the changes in private fertility choices reflected in these aggregate figures are the result of some kind of distortions, i.e., market failure or a more general type of institutional failure. It is of particular interest whether these distortions are generated, or at least exacerbated, through public intervention of one kind or another. Also, the question arises of whether, and to what extent, instruments of public policy could be used to influence fertility rates and to halt or even reverse their enduring decline. Although the adoption of the Euro by the NMS completes the recent eastern Enlargement of the EU, there are still many open questions concerning the accession to the Euro Area. Several policy issues (economic structure, labor market developments, productivity growth and business cycles) are specific for the new member states, which pertains questions related to the applicability of the optimum currency area theory. Other issues are of broader nature including among others the central bank policies on the way to the euro, disinflation and inflation targeting in the NMS, banking and financial sector, exchange rates and exchange rate regimes, ERM II, exchange rate volatility, trade and monetary union, and political economy. From 14 Sep 2006 to 16 Sep 2006IFIR - CESifo conference on New Directions in Fiscal Federalism Issues of fiscal federalism -- broadly defined to include the tax, expenditure, and debt policies of different levels of government, as well their interaction -- have attracted heightened attention from academics and policymakers alike. Global changes in institutional structures and economic conditions within and among countries, including fiscal, economic, and political reforms, have highlighted the importance of the division of fiscal and political responsibilities among governments. Competition among governments, as well as the development and evolution of mechanisms of horizontal and vertical fiscal coordination and cooperation among them, have been the subject of a rapidly-developing literature. Better understanding of the fiscal policies and interactions of governments, and of their institutional and political underpinnings, presents deep intellectual challenges as well as opportunities for useful policy applications. The report, published yearly since 2000, is jointly prepared by New York-based The Conference Board (TCB) and the Netherlands-based Groningen Growth and Development Centre and offers the most up-to-date data on key productivity and income trends around the world. This year, it also includes estimates on relative levels of unit labour costs in manufacturing. The seminar will feature presentations by Gail D. The conference, which will take place over two half days, is aimed at business and banking representatives, as well as the public at large. The first section of the Thursday afternoon session will examine the outlook for the world economy, with special emphasis on the impact of exchange rates followed by an analysis of the state of the European economy and its prospects. The second section will start with a close look at trends in foreign direct investment that are of major importance for the evolution of the industrialising economies. Then the development in the CEE, China and the Asian NIEs will be examined. Discussion of these issues will be further pursued over dinner at the end of this first day. On Friday morning the focus will be on sectoral aspects of the European economy. In the first section business experts will discuss corporate finance and the effects of Basel II. In the second section, the development in major industries will be analysed. From 07 Dec 2001 to 08 Dec 2001Against the background of the publication of the European Commission report "Study of Company Taxation in the European Community" (a "Ruding II" Report), the ARPEGE/CESifo conference brought together scholars of economics and tax law to discuss topics related to the report from their different viewpoints. The aim was to increase the scientific understanding of the questions involved and improve interdisciplinary communication. From 22 Nov 2001 to 23 Nov 2001At this conference organised by Gerhard Illing, University of Munich, well-known experts in game theory (among others, Tilman Boergers (University College London), Eric van Damme (Tilburg University), Martin Peitz (Frankfurt University), Ingo Vogelsang (Boston University) and Elmar Wolfstetter (Humboldt University Berlin) analysed the experience from the recent UMTS auctions in different European countries. They compared the outcome of the different auction designs and discussed the best way to introduce competition in telecommunication markets when there is asymmetry among competitors. The main purpose of the conference was to bring together CESifo Fellows working in this area to discuss their most recent research and to intensify the network contacts. From 15 Jun 2001 to 16 Jun 2001On 15-16 June 2001 CESifo hosted the second Norwegian-German Seminar on Public Economics at the CESifo Conference Centre in Munich. The conference series is a joint initiative of CESifo and the Norwegian School of Economics and Business Administration in Bergen, and was arranged within the framework of the Ruhrgas Scholarship Scheme under the auspices of The Research Council of Norway and Stifterverband. Under the heading of Redistribution and Employment, more than 25 economists discussed issues regarding the possibilities of maintaining social standards and new approaches to social policies for the new millennium. From 18 May 2001 to 20 May 2001CESifo and the Castor Endowment at the University of Washington, Seattle, hosted a three-day conference on Inequality and Economic Growth on 18-20 May 2001. The academic programme was organised by Theo Eicher and Stephen Turnovsky. The conference featured both empirical and theoretical work on inequality and growth, always with the focus on direct policy applications. From 11 May 2001 to 12 May 2001The first annual CESifo area conference on Macro, Money and International Finance took place in Munich on 11-12 May 2001. The purpose of the conference was to bring together CESifo members working in this area to discuss their research and to lay the groundwork for more intense network contacts. From 04 May 2001 to 05 May 2001The first CESifo Area Conference on Public Sector Economics was held in the new CESifo conference facilities at the Ifo Institute in Munich on 4-5 May 2001. The CESifo area conferences are meant to serve as regular meeting places where CESifo members can meet to discuss each others' current research in a particular field. Thus, the area conferences do not focus narrowly on a particular theme but are intended to give a broad overview of the current research undertaken by network members working in the area. Members of the CESifo network responded enthusiastically to the Call for Papers, and a total of 21 papers were selected for presentation at the conference. From 02 May 2001 to 03 May 2001Almost all industrialised countries are facing demographic change which jeopardises their old-age security systems. As a consequence, a widespread debate on pension reform is going on in many of these countries. The workshop aimed to give a survey of different reform issues and to promote international comparisons of the differing views on how to address the pension problem. Invited keynotes speakers were Pierre Pestieau (University of Liège) and Gary Burtless (Brookings Institute). From 01 Mar 2001 to 02 Mar 2001This international conference, subtitled "Prospects for the European Economy" discussed such issues as the macroeconomic outlook for the world economy, EU enlargement and productivity and the new economy. Two panel sessions whose speakers included Barry Bosworth (Brookings Institute), Ignazio Visco (OECD), Christian de Boisseau (Chambre de Commerce et de l'Industrie de Paris) and Niels Thygesen (Danske Bank) had a look at: Policy Challenges for Europe Factors Driving the manufacturing Industry and a third panel session allowed a more general discussion.
From 12 Jan 2001 to 13 Jan 2001On 14 December 2000, Richard Musgrave, the founding father of modern public finance, celebrated his 90th birthday. On the occasion of this exceptional anniversary, CESifo wanted to honour the life, work and the person of Richard Musgrave by holding a conference that will bring together a group of his former students and some additional leading scholars in the field. At the same time, the conference also commemorated the recent foundation of CESifo and the first ten years of CES's activities, and therefore brought together a group of the Center's former visitors. From 01 Dec 2000 to 02 Dec 2000This international conference organised jointly by CESifo and the Yrjö Jahnsson Foundation, discussed the practical, empirical and theoretical aspects of EMU. In five sessions, invited speakers and discussants from the economics profession examined such topics as Labour Markets and EMU, Fiscal Policy and EMU, Monetary Policy Issues in EMU, Economic Geography and EMU and Decision-Making Structures in EMU. In an additional panel discussion economists Otmar Issing, Luigi Spaventa, André Sapir and Adam Posen outlined their contrasting views on the practical making of monetary policy in Europe. From 28 Jul 2000 to 28 Jul 2000It has become a tradition that each year, some younger scholars and Ph.D. students from southern German and Austrian economics departments are invited to present their current work in this informal seminar on public economics,which is organised and chaired by Wolfgang Wiegard. The seminar is hosted by CES, and it provides an ideal platform for discussion between junior faculty and established professors in the field, including of course the CESifo visiting scholars.
From 16 Jul 2000 to 23 Jul 2000From 16 July to 23 July 2000 CESifo hosted its first Summer Institute on European economic policy in Venice, Italy. The conference venue was Venice International University on San Servolo, a beautiful island across the water from San Marco. The CESifo Summer Institute 2000 brought together international economists working on European economic policy topics for workshops, panel meetings and discussion.
From 08 Nov 1999 to 10 Nov 1999Has East Germany¿s transition really been a success? Hourly wages have risen from one third to now more than two thirds of wages in western Germany, the level of welfare payments surpasses the former GDR standard of living, and eastern German pensions are higher than those in western Germany. Or is it that, despite all the money spent in the East, we cannot help feeling that somehow the transition went fundamentally wrong? How can the East afford continually to pay wages that more than exhaust East Germany¿s production? This CESifo conference not only brought together proponents of both optimistic and pessimistic perspectives to draw conclusions from East Germany¿s experience, but also tried to foster discussion between politicians and researchers. While for somewhat different reasons, Rudi Dornbusch of MIT and Saxony¿s finance minister Georg Milbradt largely agreed that the roots of many of the East¿s problems lay in the West. Dornbusch emphasised that unification had meant that everybody got not only the benefits of West German economic institutions ¿ property rights and hard money ¿ but also all the ¿disastrously negative¿ institutions, such as overpaid unemployment, excessive job security and pervasive regulation. Other contributions to the conference came from Karel Dyba, Hans-Werner Sinn, Wolfgang Franz, Michael Funke, Ray Barrell and Michael Burda, to name but a few. See Conference Programme

Economics Nobel Prize winner Robert Solow (MIT), Alfred Steinherr of the European Investment Bank, Luxembourg and Giuseppe Bertola of the European University in Florence expressed their views on European unemployment. Wolfgang Franz (Mannheim) Michael Burda (Berlin) and Christoph Schmidt (Heidelberg) introduced the causes and policy recommendations for Germany into the discussion.
