Topic:
1. Taxation and growth: some basic results
The first lecture provides the basic framework for our subsequent analysis. We will first examine the basic Ramsey growth model, and examine the impact of different types of taxation on the steady state. The basic result, obtained by Chamley, is that capital incomes should not be taxed in the long-run. The second part of the lecture will consider two endogenous growth models, one with government infrastructure and one with human capital. This models combine the negative effect of taxes examined by Chamley with a positive one through the factor that generates growth.

Taxation and Long-Run Growth, Part II
Type:
CES Lecture
Print view
Lecturer(s):
Professor Cecilia García Peñalosa, CNRS and GREQAM
Topic:
2. Should capital income be taxed?
The most basic endogenous growth setup, the AK model with externalities stemming from the capital stock, calls for negative taxation of capital income. Does this means that Chamley¿s result is reinforced when we move into the endogenous growth framework? We will see that this is not necessarily the case. Human capital accumulation, an elastic labour supply, or the presence of an informal sector, all imply that a positive tax on capital income may increase the growth rate.

Type:
CES Lecture
Print view
Lecturer(s):
Professor Cecilia García Peñalosa, CNRS and GREQAM
Topic:
Redistribution and growth
This lecture examines a number of mechanisms through which income redistribution can increase growth. First, we consider a framework with imperfect capital markets. In this setup, redistribution may have both an opportunity creation effect and an incentive effect that increase investment and foster growth. Second, we exploit the fact that, when incomes are uncertainty, redistribution creates insurance, and show that in an R-driven growth model (with perfect capital markets) redistribution can accelerate the pace of innovation.
