The focus of this group will be to explore how the gains from globalisation differ from the gains from trade (accelerated technical progress, global tournaments, increased speed of transactions), the effects of marginalisation and how it operates, the role of culture and local identity, new forms of global institutions and arrangements, and other matters under the globalisation rubric.

IFIR - CESifo conference on New Directions in Fiscal Federalism
Issues of fiscal federalism -- broadly defined to include the tax, expenditure, and debt policies of different levels of government, as well their interaction -- have attracted heightened attention from academics and policymakers alike. Global changes in institutional structures and economic conditions within and among countries, including fiscal, economic, and political reforms, have highlighted the importance of the division of fiscal and political responsibilities among governments. Competition among governments, as well as the development and evolution of mechanisms of horizontal and vertical fiscal coordination and cooperation among them, have been the subject of a rapidly-developing literature. Better understanding of the fiscal policies and interactions of governments, and of their institutional and political underpinnings, presents deep intellectual challenges as well as opportunities for useful policy applications. This conference will provide a forum for presentation of current theoretical and empirical research on these topics.

Euro-Area Enlargement 2006

Topic:
Starting in 2007, the first new EU member states (NMS) will also join the Euro Area. Although the adoption of the Euro by the NMS completes the recent eastern Enlargement of the EU, there are still many open questions concerning the accession to the Euro Area. Several policy issues (economic structure, labor market developments, productivity growth and business cycles) are specific for the new member states, which pertains questions related to the applicability of the optimum currency area theory. Other issues are of broader nature including among others the central bank policies on the way to the euro, disinflation and inflation targeting in the NMS, banking and financial sector, exchange rates and exchange rate regimes, ERM II, exchange rate volatility, trade and monetary union, and political economy. In this workshop, the most important issues will be discussed. The presentations are intended to identify important new directions for research and emerging public policy issues, and to draw policy conclusions for the current process of the Euro Area enlargement.
