Topic:
On 13-14 April 2007, CESifo will hold its third yearly meeting for the Global Economy research area. The conference is intended to allow presentation of current research undertaken by members of the Network’s Global Economy area and to stimulate interaction and co-operation between area members. This year the meeting will dovetail with a new CESifo programme supported by the Leibniz Foundation and devote one of the two days to a specific theme within the general area of international aspects of the new Europe. This meeting will focus on the rise of China, India and developing Asia, examining their growth performance, their integration into the global economy, adjustment consequences in the OEDC and elsewhere, and implications for global institutions. The aim of the workshop is to take stock of current research on international outsourcing. We welcome both theoretical and empirical research contributions belonging to the fields of labour economics, international economics, industrial organization or organization theory. In designing the programme we will give a particular priority to studies focusing on the impact of outsourcing on wage formation, unemployment and the welfare state in European countries with imperfectly competitive labour markets. The workshop will include an introductory lecture, a keynote lecture as well as 10 to 12 other presentations. The schedule of the workshop will offer plenty of time for official and unofficial discussions.

EU countries are deeply divided about the role of industrial policy, with preferences ranging from neo-liberal approaches to strong government support for national champions. Does this facilitate the sell-out of national economies with hands-off governments, or do interventionist governments hurt themselves because they create huge and inefficient corporations? Is economic patriotism legitimate? Should other EU members counter by adopting similar national policies? Do we need a common industrial policy that supports European champions? What is the best way of unleashing Europe’s innovation potential? These questions are central to the future position of the European market in the international division of labour and yet, the views about the relative role of the various government levels concerning these questions of competition supervision, regulation and industrial support vary strongly.
