Die Volkswirtschaft stockt. Das Konjunkturprogramm der Bundesregierung sieht Milliardeninvestitionen in Infrastruktur von der Sanierung der Schulen bis hin zum Ausbau des Breitbandnetzes vor. Das schafft kurzfristig Nachfrage, treibt aber langfristig die Staatsverschuldung in unbekannte Höhen. Kann der Staat auch ohne fiskalische Eingriffe privatwirtschaftliche Investitionen anregen und Wachstum generieren? Quellen modernen Wachstums in der Wissensgesellschaft bedeuten vor allem: Investitionen in den Wissensbestand der Bevölkerung (Bildung), Generierung und Vermarktung neuen Wissens (Innovation) und Kommunikation von Wissen (IKT-Infrastruktur). Darum hat wissensbasiertes makroökonomisches Wachstum wichtige Implikationen für die mikroökonomische Politik in den Bereichen Bildung, Innovation und IKT-Infrastruktur. Neuere Forschungsergebnisse belegen, dass der Staat in allen drei Bereichen durch bessere Rahmenbedingungen viele Möglichkeiten hat, Investitionen anzukurbeln. Diese Investitionen beleben nicht nur ohne zusätzliche Staatsverschuldung die Konjunktur, sondern heben die Volkswirtschaft auch langfristig auf einen höheren Wachstumspfad. Die Konferenz soll dieses Spannungsfeld zwischen staatlicher Regulierung und Marktlösungen aufzeigen.

Im Februar dieses Jahres hat die Kommission zur Modernisierung der Bund-Länder-Finanzbeziehungen (Föderalismusreformkommission II) das Ergebnis ihrer Verhandlungen vorgelegt. Im Kern des beschlossenen Kompromisses steht die Vereinbarung einer gemeinsamen Schuldenregelung für Bund und Länder. Aufgrund der sehr unterschiedlichen Ausgangslage der Länder wurden überdies Konsolidierungshilfen des Bundes und der Ländergesamtheit an fünf hochverschuldete Bundesländer in Höhe von 800 Mio. Euro jährlich bis zum Jahre 2019 zugesagt. Darüber hinaus ist ein strengeres Controlling der Finanzpolitik vorgesehen.

The talk is about the just-released International Monetary Fund Regional Economic Outlook for Europe. This special event will provide an opportunity for an in-depth discussion and follow-up of the report's contents from a German perspective.
Europe is in a deep recession and unprecedented policies have been undertaken to address the crisis. Are the policies in place likely to be successful? And are they sufficiently coordinated for a tightly integrated region? This Spring's outlook argues that adverse feedback loops between the financial and real sectors and across borders will delay the recovery and create downside risks. To restore trust and confidence in financial markets additional and forceful policy action will be essential in the areas of loss recognition and recapitalization. Fiscal stimulus should help soften the downturn across the region, in particular if expectations of sustainability are anchored by efforts to strengthen medium-term strategies and fiscal frameworks. To be effective, policy actions will need to be strongly coordinated across advanced and emerging economies.

This workshop takes stock of recent research on the economic effects of global warming, as well as analysing political support for various measures intended to reduce CO2 and other emissions, or to absorb CO2 through various measures, like reforestation. We welcome especially submissions that aim to quantify the economic and environmental effects of climate change or of various mechanisms to combat it, or analyse the political and economic considerations related to internatioanl negotiations on a post-Kyoto agreement, and to domestic decision-making, especially as regards such major players as the United States, the European Union , China, Russia and Brazil.

Vor zwanzig Jahren, am 9. November 1989, fiel die Mauer und der Weg zur deutschen Einheit war bereitet. Nach der anfänglichen Euphorie erwies sich die Umgestaltung der ostdeutschen Gesellschaft und Wirtschaft weitaus schwieriger und kostenintensiver als erwartet. Nicht nur wirtschaftliche, sondern auch mentale Gräben mussten überwunden werden. Gewaltige Modernisierungsanstrengungen haben die Angleichung der Lebensverhältnisse in Ost und West deutlich vorangebracht, doch sind Einkommen und Produktivität in Ostdeutschland immer noch niedriger als in Westdeutschland. Aber auch soziokulturell und politisch bestehen markante Unterschiede zwischen den „alten“ und „neuen“ Bundesländern. Die Tagung versucht eine Bilanz der Deutschen Einheit nach 20 Jahren zu ziehen und sie im Kontext des 60. Jahrestages der Bundesrepublik Deutschland zu sehen.

Since the beginning of the industrial age, an enormous increase in the carbon dioxide concentration has occurred, reaching an 800,000 year peak. In only a few decades the earth’s temperature will be higher than ever before in this period of time.

Germany is a model country worldwide in the promotion of green electricity thanks to massive state subsidies. There is no greater concentration of wind turbines and solar-energy installations than in Germany. The energy tax, the feed-in rates for wind and solar electricity, support for combined heat and power (CHP) and many other measures cost billions of euros. However, this support has not been able to reduce the output of carbon dioxide in Europe because this is already predetermined by the emissions trading system. We only subsidise the dirty electricity of the other EU countries with these measures.

Germany is the only country worldwide that is adhering to a policy of withdrawal from atomic energy. France remains loyal to atomic electricity; in other countries the withdrawal has been rescinded. Currently, new atomic reactors are being built around Germany in many countries. Whoever condemns atomic electricity should not overlook the disadvantages of the other energy sources. Wind and solar electricity involve an extensive use of land. Electricity from coal requires gigantic subterranean storage for the carbon dioxide that is released to prevent it from harming the climate. Such storage is not available in sufficient amounts and it is not harmless. The final storage problem for liquid carbon dioxide is far greater than the final storage problem for atomic power waste.

European countries are spending lots of money to improve energy efficiency, to expand green electricity, to advance atomic energy, to build more economical cars and on other technical solutions with which they can curb their demand for fossil fuels. Green demand policy is ineffective, however, as long as other countries do not participate and as long as the resource owners do not reduce their supply. In fact, if the resource owners fear that green policies will become increasingly greener over the course of time and will reduce the rate of price increases for fossil fuels, green policies will even speed up resource extraction and climate change.

Apart from afforestation, there are only two ways to stop climate change: either the carbon remains in the ground or it is returned to the ground after combustion. The most important method for trapping carbon in the ground and supporting sequestering is a worldwide system of emissions trading as is already practised in Europe. A recommended supplementary method is a source tax on the capital gains of the resource owners since this would give them a stimulus to leave their resources in the ground instead of transferring their gains to Swiss bank accounts.
