At least every second term, the federal government is required to present a report on the situation of families to the Bundestag and Bundesrat. In addition to an analysis of the status quo, the reports are to provide suggestions for improving the situation of families.
The Federal Minister for Family Affairs, Senior Citizens, Women and Youth, Kristina Schröder, appointed a committee of experts to prepare the eighth family report. "Time for responsibility in the family" is the maxim that guides the preparation of this report. It will work out options for a better time management, allowing families to take responsibility even under constantly changing and highly demanding circumstances.
The department of Social Policy and Labour Markets at the Ifo Institute in Munich, headed by Prof. Helmut Rainer, received the mandate to coordinate the report.
The tasks of the coordinating board comprise a vast spectrum of lending support to the members of the commission, especially with respect to thematic contributions, themed legwork, calculations, statistical analysis, international comparisons, researching literature, as well as direct editorial input for interim and final reports.
The preparation of commission meetings, expert workshops, hearings and consultations is another important task. The coordinating board will furthermore propose concepts as well as experts that could be heard with regards to specific topics. The commission together with the coordinating board will then arrange the proceedings.
The federal government adds a separate statement to the reports of the independent commission. The eighth family report will be presented in summer 2011, leaving Bundesrat, the Bundestag and its committees to debate it in this legislative period.
