The goal of the brief analysis is to produce a survey of the Saxonian funding environment by categorizing and economically evaluating selected funding schemes. This shall be the basis to derive tangible suggestions for the realignment of the funding policy in Saxony. The selection of funding schemes included in the analysis was made according to the guidelines of the client, the fraction Bündnis 90/Die Grünen of the Saxon State Parliament. Additional recommendations for the future design of the funding policy are subject to political decisions and therefore excepted from our analysis.
To be in line with the goal of an analysis that enhances structure, not every single funding scheme will be discussed in detail. The focus is rather on allowing a discussion structured by the goals of the funding schemes. For that, all relevant schemes were assigned goals on up to three priority levels. The selection of schemes is future based.
The information base for the analysis consists of the online platform of the FÖMISAX funding database of the Free State of Saxony, the Saxonian two-year budget plans 2009/2010 including the Saxonian funding profile for the Saxonian budget plan 2009/2010 as well as the draft of the Saxonian two-year budget plans 2011/2012.
Publication in the series "ifo Dresden berichtet" is intended.
