On the basis of a quarterly survey the Ifo Institute intends to develop an index for labour flexibility at the firm level. At the initial stage the research focus will be on the assessment of the survey results and the identification of industry specific differences. At this stage the quality of the single survey questions will be evaluated. When an adequate time series is available, the research focus will shift to the development of an indicator.
The Ifo Institute conducts a quarterly survey using a human resources manager panel. The panel which is currently develeped will be representative for the industry as well as the service sector and will include more than 2000 human resources managers.
