The Institute for Reform and Development in Hainan Province of China (CIRD), a non governmental and independent economic research institute, has been supported by German Official Development Assistance. Its present performance and its impact on economic reforms at provincial and national levels will be assessed.
Standard modern evaluation methodologies (impact vs. output oriented analysis) will be applied and specific Chinese conditions considered.
Project documents, personal interviews on site, statistical data as far as considered reliable.
Expected results will be the identification of performance criteria which permit judgements about project success and feasibility for future German assistance. All Evaluation Studies will be published (at least in abstracts) by the Ministry of Economic Cooperation and Development (BMZ).
