Sectorspecific regulation is a fundamentally new institutional instrument conceptualised in the 1990s. Having initially been chosen as a policy instrument with the aim to create functioning and sustainable competition, sectorspecific regulation might also bear the danger of hindering investments in new and innovative network technologies.
In the course of the evaluation the benefits resulting from the sectorspecific regulation since the liberalisation of the telecommunication markets in Germany in the year 1998 will be analysed. Special consideration will be taken of the aspects sustainable competition, innovation and guaranteed service.
