TAPES: Fiscal Federalism

Call for Papers

On May 20-May 22, 2004, the National Bureau of Economic Research jointly with CESifo, a joint initiative of the University of Munich and the Ifo Institute for Economic Research, will sponsor the next Trans-Atlantic Public Economics Seminar, which will take place in Munich. The program, to be organized by Roger Gordon of the University of California, San Diego and NBER, and Hans-Werner Sinn of the University of Munich and the Ifo Institute for Economic Research, will consist of twelve papers and two formal discussants for each paper. Papers from the conference will be considered for a special issue of the Journal of Public Economics, subject to the normal refereeing process.

The conference will focus on the implications of differences in tax and expenditure programs across jurisdictions for the location of real and financial activity, as well as the implications of such migration/mobility for government behavior. Relevant studies might examine differences in the progressivity of the individual income tax, differences in corporate, VAT, capital gains, or estate tax rates, differences in the timing of taxes vs. expenditures, differences in the prices and quality of public services, and and differences in social insurance programs. Papers on the type of fiscal coordination that could reduce the resulting misallocations are also welcome.

Emphasis will be on empirically oriented research, but applied theoretical research is also welcome. Preference will be given to papers by younger authors. Papers will be selected on the basis of abstracts of about 750 words or, when possible, completed papers. The deadline for submission is September 30, 2003. Authors chosen to present papers will be notified by November 15, 2003. Travel and local expenses for participants will be covered.
