Call for Papers

On June, 20-21 2003, CESifo and the Norwegian School of Economics and Business Administration will organise the third meeting of the Norwegian-German Seminar on Public Economics, to be held at the CESifo Conference Centre in Munich.The seminar will be arranged within the framework of the Ruhrgas Scholarship Scheme under the auspices of The Research Council of Norway and Stifterverband für die Deutsche Wissenschaft.

The conference invites the submission of papers from all fields of public finance. Both theoretical and empirical papers are welcome. Preference will be given to papers from Norway and Germany, but a limited number of papers from other countries will also be accepted. Submissions from younger scholars are particularly encouraged.

Within the conference program there will be a keynote lecture on The Political Economy of Government Spending and Revenue. Provided a sufficient number of qualified submissions, some of the sessions will also be organised around this theme. Possible topics in this area are

(i) the large variation in the level of composition of government spending, revenue and debt both over time and across countries;
(ii) the political economy of social security;
(iii) the design of the federal structure of government in the face of both market and policy failures.

The deadline for submissions is December 15, 2002. Authors of accepted papers will be reimbursed on their travel expenses (economy airfare) and hotel accommodation will be provided. Papers presented at the conference will appear in the CESifo Working Paper Series.
