PENSION REFORM

2004 AND 2006

Call for Papers

Mindful of the importance of the policy debate on pension reform in Europe and elsewhere, CESifo and DELTA will jointly organise two scientific conferences on reform-related issues, the first to be held in Munich on 5-6 November 2004, the second in Paris in the first half of 2006.

The two conferences will deal with the microeconomic incentives, macroeconomic implications, and political sustainability of intergenerational transfers, on the one hand, and the transitional costs and macroeconomic implications of funded systems of retirement savings, on the other. The intention of the organisers is to focus more on the analysis of intergenerational transfer systems in the first conference, and more on funded systems of retirement savings in the second, but to address both aspects in both conferences. Each of the two conferences will feature both theoretical and empirical research. Papers from each conference will be considered as contributions to a conference volume published by MIT press, subject to a refereeing process.

This is a call for papers for the first conference. Papers are welcome in the following areas of pension research:

* Transitions from pay-as-you-go to funded pension schemes under aspects of uncertainty
* Reversing early retirement trends
* The political economy of pension reforms
* Economic integration, migration, and pension reform
* Pay-as-you-go schemes and fertility: child-related pensions?
* Pay-as-you-go and public education: the links of intergenerational transfers
* Empirical studies of the crowding out of financial savings

The deadline for submission is 30 June 2004. Papers or a 2-3 page abstract should be sent to the organisers:

Papers will be selected by the organisers with the assistance of a Scientific Committee consisting of Gabrielle Demange (DELTA, Paris), Thierry Magnac (INRA and IDEI, Paris), David Miles (Imperial College, London) and Pierre Pestieau (Université de Liège).

Submissions by e-mail (papers in pdf-format) are welcome. Preference will be given to complete papers over abstracts. Authors chosen to present papers will be notified by 31 July, 2004. After the conference authors will be expected to submit a revised version of their paper for publication in the conference volume.

A call for papers for the second conference in Paris will be announced in the summer of 2004, subject to confirmation of funding.
