Professor Clemens Fuest, President of the Ifo Institute and Professor at the Ludwig Maximilian University, will present a plan for the reform of the Eurozone: “The Odysseus Complex. A Pragmatic Proposal for Solving the Euro Crisis”.

What does the euro have to do with Greek mythology? Quite simply: just as Odysseus withstood the song of the sirens, so too must the EU member states resist the seductions from new debt, reform delay and lax regulations. Unlike Odysseus, however, sovereign states are not quite as willing to let themselves be tied to the mast. In the book of the same title, Clemens Fuest, together with his co-author Johannes Becker (University of Münster), sets forth a plan that will strengthen member states’ responsibility for sound finances and effective economic policies, that will not overtax the willingness to shift competences to the European level and that will allow private creditors to pay for the costs of restructuring over-indebted states without risking a destabilisation of financial markets. The result will be a Monetary Union that is less susceptible to crises and a mitigation of conflicts among the member states
