2. R&D Budgets and Expenditures

Most OECD countries have a national target for research and development (R&D) spending. This target is expressed as the percentage of GDP that is supposed to be spent on R&D activities. R&D expenditure can be classified as follows: expenditure by the business enterprise sector, the government sector, the higher education sector and the private non-profit sector.
