 Public Debt and the Risk Premium: A Dangerous Doom Loop
The view that deficits and higher public debt can be beneficial received an important boost via Olivier Blanchard’s 2019 presidential address at the American Economic Association (Blanchard 2019). In this  opinion piece, which first appeared on VoxEU, Cinzia Alcidi and Daniel Gros examine Blanchard’s analysis and the longer-term link between risk premia and public finances.
 Is Proportional Representation a Cure for Democratic Discontent?
Public dissatisfaction with politicians and representative democracy is widespread in Europe and should not be taken lightly. The enduring protest of the ‘Yellow Vests’ in France is just one prominent example of the popular view that elections regularly fail to select governments that are reliably responsive to the preferences of a large part of the population. EconPol researcher Michael Becher (IAST) says resolving this dilemma requires a value judgement.
 How Serious Politics Must Counter Populism
EconPol’s spokesman Clemens Fuest says moderate politicians should compete with populists by offering realistic perspectives, and suggests Emmanuel Macron can serve as a role model in that regard. He also suggests that politics in Europe would benefit from putting in more effort to explain complex economic policy problems and pointing out where government action reaches its limits.

Weak Industry Causes a Slight Dip in Eurozone Economy (June 2019)
The eurozone economy will experience a slight dip in the second quarter of the year. Growth is expected to fall to 0.3 percent, from 0.4 percent in the first quarter, according to three research institutes: ifo in Munich, KOF in Zurich, and Istat in Rome. They expect growth in each of the third and fourth quarters to return to 0.4 percent.

 
ifo Institute Affirms 0.6 Percent Growth in 2019
The ifo Institute has reaffirmed its spring forecast of 0.6 percent economic growth in 2019. “Economic development is divided. The export-oriented manufacturing sector, which generates about a quarter of the value added, is in recession. At the same time, domestically oriented service providers and the construction industry are recording robust and sometimes strong growth,” says Timo Wollmershaeuser, Head of ifo Economic Forecasts.

 
Digital Skills not yet Standard in German Industry, but Growing
Digital skills are becoming more widespread in German industry. This is shown by a new study conducted by the ifo Institute together with the LinkedIn Economic Graph Team on the basis of data from the LinkedIn professional network. Since 2016, more and more industry workers have been listing digital skills on their CVs.

 
Poutvaara Joins Expert Council on Integration and Migration
The Expert Council of German Foundations on Integration and Migration (SVR) has appointed Prof. Panu Poutvaara as a new member. Poutvaara is Director of the ifo Center for International Institutional Comparisons and Migration Research and Professor of Economics at LMU in Munich.

ifo Business Climate Index Falls (July 2019)
The mood in German C suites is growing uneasy. The ifo Business Climate Index fell in July from 97.5 (Revised value due to seasonal adjustment) to 95.7 points. Companies were less satisfied with their current business situation and are also looking ahead with increased skepticism. The German economy is navigating troubled waters.

 Call for Papers: Economic Policy Special Issue on ‘The Economics of Health’
 Economic Policy is inviting contributions to a special issue on The Economics of Health.
If you are interested in contributing, please submit a paper by September 15, 2019 using our  online submission system. Papers will be sent to referees and you will receive an editorial decision with detailed comments no later than December 31, 2019. In the event of a positive decision, a revised draft of your contribution will be due by March 1, 2020. Subject to a satisfactory revision, you will be invited to present your paper at the April 2020 Panel Meeting of Economic Policy, where it will be discussed by two panelists and by the audience. After the panel, you will have time for a final set of revisions based on the panel discussion, which will then be published together with the papers in a special issue of the journal.
 Call for Papers: Fourth Dondena Workshop on Public Policy
The welfare state and taxation unit of the  dondena center for research on social dynamic and public policy is pleased to announce the fourth dondena workshop on public policy. This two-day workshop on 19-20 December 2019 at Bocconi University Milano provides an opportunity for presentations and discussions about research on the design and impact of public policy on economic and social phenomena in an informal and highly interactive environment. This year we especially encourage submission of papers that examine how public policy affects wellbeing and inequalities. The keynote speakers are: Janet Currie Princeton University and Andrew Clark Paris School of Economics.
The deadline for submission of complete papers is 22 September 2019. Communication of the acceptance of papers will take place by 15 October 2019. The workshop can provide up to two nights of accommodation, but expenses for travel to and from Milan are the responsibility of the participants.
